What is the WACA Student Scholars Program?
The WACA Student Scholars Program pays for 25 undergraduates to spend four days in November at the World Affairs Councils of America National Conference in Washington, DC. WACA is the umbrella body for 90 nonpartisan World Affairs Councils around the country, the local groups that bring ambassadors, journalists and policy people to talk in cities as far apart as Anchorage and Philadelphia. Once a year their board members, staff and supporters gather in Washington, and since 2010 a small group of students has been in the room with them, funded through support from the Malú and Carlos Alvarez Family.
The 2026 conference runs 17 to 20 November at the Mayflower Hotel, under the theme America's Global Choices: Then, Now, and Next. Scholars arrive for an invite-only orientation on the evening of the 17th. The next day belongs to them: Student Scholar Day runs from 8 AM to 4 PM with visits to think tanks, embassies and international organizations, while Council leaders are in their own sessions elsewhere. After that you join the full conference for plenaries, breakouts and receptions with people who do foreign policy for a living. WACA covers registration, room and board, and sends $1,250 to your Council for travel and lodging. For scale, a student paying their own way would face a $750 registration fee before a flight or a hotel night.
What trips people up is that you cannot simply apply. Each member Council nominates one undergraduate, and WACA only wants your national form once your Council has confirmed you. So the real application is local, and local deadlines come early. The Alaska World Affairs Council closed its 2026 call on 31 August, nearly four weeks before WACA's own cut-off of 25 September at 11:59 PM EDT. If you are reading this in mid-September, contact your Council today and ask whether its nominee slot is still open. Students at colleges in the Washington, Maryland and Virginia metro area are excluded, as are high schoolers, graduate students and past nominees who were not picked.
Be clear on what the money is. There is no tuition payment and no check made out to you, and the $1,250 goes to the Council, which then handles your travel. What you get is a funded few days in Washington and a line on your resume that tells employers in diplomacy, policy and international business you were chosen nationally. ✓Current undergraduate, aged 18 or olderThe WACA Student Scholars Program is for undergraduates only, and you must be at least 18. High school students and graduate students are both named as ineligible on the official page, so a senior finishing a bachelor's this year qualifies but a first-year master's student does not.

✓Enrolled at a local college in a Council communityScholars come from "Council communities", meaning you attend a college or university in an area served by one of WACA's 90 member Councils. The Alaska World Affairs Council, for example, opened its 2026 call to full-time undergraduates at community colleges and universities in any major.

✓Nominated as your Council's WACA Student Scholars pickEach member Council may nominate one student. You only submit the national application after your Council tells you that you are its nominee, so there is no direct entry for students without a Council behind them.

✓Not studying in the Greater Washington DC areaCollege students in the DMV, the Washington DC, Maryland and Virginia metro area, are excluded. The program exists to bring students to Washington, so those already studying there are left out.

✓Not a previous nominee who missed outIf a Council nominated you in an earlier year and you were not selected, you cannot be put forward again. Among otherwise comparable applicants, WACA may also favor students who have not yet had much involvement with their local Council.
