What lands in your account is the whole package: full tuition and fees, roundtrip travel from your home country to Honolulu, a room in an East-West Center residence hall, a monthly stipend, money for textbooks, health insurance, and J-1 exchange visitor sponsorship. ADB describes the cash part as a monthly subsistence and housing allowance, and neither ADB nor the East-West Center publishes a dollar figure for it, so treat any number you see on an aggregator site as unverified. Eleven masters programmes qualify, from a Global MBA and economics through oceanography, public administration and urban planning. The gate is narrow and worth reading twice. You have to be a citizen and a current resident of one of the 40 ADB developing member countries, no older than 35 when you apply, with a four-year bachelors degree and at least two years of full-time professional work behind you. The University of Hawaii ADB Scholarship 2027 is the Hawaii seat of the Asian Development Bank-Japan Scholarship Program, and it is a genuinely full ride rather than a tuition discount. Japan put up the money in April 1988 to strengthen skills in ADB developing member countries, ADB runs the programme across 27 institutions in Asia and the Pacific, and the East-West Center on East-West Road in Honolulu handles the American end while the University of Hawaii at Manoa awards the degree. Around 130 scholarships go out each year across the whole programme. Only one of those institutions sits in the United States, which is what makes this competition worth the effort it takes.
Look at what the package actually contains. Full tuition and fees at UH Manoa, a return flight from your home country to Honolulu, a room in an East-West Center residence hall, a monthly stipend, money for textbooks, health insurance, and J-1 exchange visitor sponsorship handled for you. The funded period runs one year and extends to a second if your grades hold, which is the normal length of the eleven masters degrees on the approved list. That list spans a Global MBA, economics, geography, natural resources and environmental management, ocean and resources engineering, oceanography, Pacific Islands studies, public administration, sociology, tropical plant and soil sciences, and urban and regional planning. One honest gap: nobody publishes the stipend amount. ADB calls it a monthly subsistence and housing allowance and the Center calls it a monthly stipend, and the figures floating around scholarship blogs appear on neither official page. Ask the programme directly if the number matters to your budget.
Now the part that decides most applications. You have to be a citizen of one of the 40 ADB developing member countries and still be living there, no older than 35, holding a four-year bachelors degree or a recognised equivalent, with two years of full-time professional work completed after that degree. Applicants already based abroad are out, as are people with a second masters in mind, people who have previously studied outside the ADB developing member countries, and anyone holding dual citizenship of a developed country. US citizens and permanent residents cannot apply at all, though the Center runs a separate Graduate Degree Fellowship that they can. Selection leans toward women, toward candidates with less financial capacity, toward nationality diversity across the cohort, and toward study plans that line up with the ADB Strategy 2030 priorities and Japan ODA priorities such as climate resilience, governance and public finance.
Two dates and one habit decide whether your file lands. The Submittable portal opened on 18 August 2026 and closes at 11:59 PM Hawaii Standard Time on 1 December 2026, carrying four essays, your CV, scanned transcripts and degree certificates, and proof that you have already applied to UH Manoa. Three reference forms and posted hardcopies follow by 15 December, and the official documents and English test report must be in Honolulu by 1 March 2027. The habit is starting early, because the university application, the English test and three referees all sit on other people's calendars. Remember too that Hawaii takes ADB-JSP applications only every other year, so missing 1 December 2026 means waiting until roughly 2028. ✓Citizen and current resident of an ADB developing member countryADB lists 40 eligible countries and areas, among them Bangladesh, Nepal, Pakistan, India, Sri Lanka, Indonesia, the Philippines, Viet Nam, Cambodia, Mongolia, Uzbekistan, Fiji, Papua New Guinea and Samoa. You have to hold that citizenship and be living there now. Anyone already living or working in another country is ruled out, and so is anyone holding dual citizenship of a developed country.

✓Aged 35 or under on the application dateADB caps applicants at 35 years old at the time of application. A waiver exists in principle but needs the express endorsement of the Government of Japan, so plan around the cap rather than hoping for an exception.

The result must come from a test sat within the past two years. Studying in English does not exempt you: the East-West Center states that every ADB-JSP applicant takes one of these tests.

Can US students or international students outside Asia apply for the ADB-JSP?
No. This award exists to build human resource capacity in ADB developing member countries, so US citizens, US permanent residents and applicants from countries outside ADB eligible list cannot apply, even for the same UH Manoa degree. US applicants and students from other regions should look instead at the East-West Center Graduate Degree Fellowship, which is open to citizens and permanent residents of the United States alongside citizens of Asian and Pacific countries and carries the same 1 December deadline.
How much is the ADB-JSP monthly stipend at the East-West Center?
Neither ADB nor the East-West Center publishes a figure. ADB describes the cash element as a monthly subsistence allowance that includes housing, alongside an allowance for books and instructional materials, medical insurance and travel expenses, and the East-West Center simply lists a monthly stipend among the provisions. Which masters programmes does the ADB scholarship cover at UH Manoa?

Can my family come with me on the ADB-JSP scholarship?
Not at the start. The East-West Center calls it a non-negotiable condition that scholars come to Honolulu alone for the first semester, because the programme carries evening and weekend commitments on top of a full graduate course load. After that first semester, scholars in good academic standing may request J-2 visa sponsorship for a family member, and US immigration rules then require proof of enough money beyond the scholarship to cover that person and their health insurance. ADB-JSP itself pays nothing for dependants.
Is the ADB-JSP offered every year at the East-West Center?
No, the East-West Center accepts ADB-JSP applications every other year. The current round, open from 18 August to 1 December 2026, is for the Fall 2027 academic year, and the next one after that is expected to run in 2028 for a Fall 2029 start. Other ADB-JSP institutions in Japan, Hong Kong, India, Pakistan, the Philippines, Singapore and Thailand run their own calendars, so a missed Hawaii round does not mean a two-year wait everywhere.
