You cannot apply on your own. Your institution nominates you, each four-year school may put forward four students plus three transfers, and the Foundation reviews roughly 800 nominations for 55 to 65 awards. What is the Harry S. Truman Scholarship 2027?
The Harry S. Truman Scholarship is the federal memorial to the thirty-third President, and it is the award American students aim at when they decide their career belongs in public service. Scholars receive up to $30,000 toward a graduate or professional degree, which the Foundation will put behind a law degree, an MPP, a doctorate in public health, a masters in urban planning or a science degree, as long as the programme plausibly leads to a public service career. What makes the Truman unusual is how little of its value sits in the money. Scholars get Leadership Week in Missouri, an optional eight weeks in Washington DC through the Summer Institute, fellowship tracks that run for years afterwards, a network of former Scholars that reaches into most corners of American public life, and a direct hiring authority that lets federal agencies appoint them without going through competitive service.
You apply in your junior year, and you cannot apply alone. Your institution nominates you through its Truman Faculty Representative, and each four-year school may put forward four students plus three transfers. That campus round is a real competition with its own deadline, usually months before the national one, which is why the first move is finding your advisor rather than opening an application. Roughly 800 nominations reach the Foundation each year for 55 to 65 awards, about 200 candidates become Finalists, and the panels aim to name one Scholar from each state, the District of Columbia, Puerto Rico and the Islands, plus up to 15 at-large Scholars in 2027. Competing by state of permanent residence cuts both ways: a strong candidate in a crowded state can lose to someone who would have won elsewhere.
The selection criteria are stated plainly enough to be useful. Service and commitment come first, leadership second, academics third. The Foundation says it reads transcripts rather than GPAs, prefers a hard course load with a lower average to a perfect average in easy classes, and does not advance candidates with strong grades and a thin record of service. The 500-word policy proposal carries most of the analytical weight: write it as a memo to the official who could actually act, define the problem, propose something specific, name what stands in the way, and cite your evidence. For the 2027 cycle the Foundation also published guidance on AI tools. It does not ban them, but it asks candidates not to use them for first drafts, to verify anything they produce, and to avoid them entirely during Zoom interviews, on the reasoning that reviewers would rather meet a sincere candidate with flaws than an overly polished one.
For the 2027 competition the Foundation deadline is 11:59 p.m. in your own time zone on 2 February 2027, the first Tuesday in February as it is every year, with receipt confirmed by 8 February, Finalists posted on 19 February, Regional Review Panel interviews between 1 March and 15 April, Scholars announced on 23 April, and Leadership Week running 25 to 30 May 2027 at William Jewell College in Liberty, Missouri. Attendance there is a condition of the award, so check the dates before you start. Two money details are worth reading twice. The award pays only tuition, mandatory fees, room and board and books up to $1,000, and combined aid from every source cannot exceed what your school charges, so a full-ride offer elsewhere can limit what you actually draw. Against that, a long list of partner schools makes the Truman worth more than its face value: Duke Sanford, Harvard Kennedy, Chicago Harris and Michigan Ford each match the $30,000, Princeton SPIA and UMass Law cover whatever the Foundation award leaves, and Vanderbilt funds doctoral Scholars for up to five years. One partner entry on that page still refers to a $22,500 Truman Scholarship, an older figure that the Foundation's own current pages have moved past, so confirm terms with the school before you count on a number. Lawful permanent residents are named on the Foundation website as not eligible, so a green card does not qualify you here, and neither does any student or work visa. If your citizenship is still being processed you may apply as long as it is granted before the award date, which usually falls in late May of the selection year.

✓Junior-level student at a four-year US institutionYou need to be a full-time junior-level student at a four-year US institution during the 2026-2027 academic year, expecting your bachelor's degree between December 2027 and August 2028. Students on an accelerated path who will graduate in three years or fewer apply in their final year instead. Two-year institutions may nominate up to four former students who will hold junior-level standing at a four-year school by 2 February 2027.

The Foundation is clear that raw GPA is not the point: it reads the transcript rather than the number, and a demanding course load with a lower average scores better than a perfect average in easy courses. Law, public policy, public administration, public health, international relations, education, economics, urban planning, social work, environmental protection and the sciences have all been funded. MBAs are rarely supported unless you can make the public service connection explicit. Study abroad is funded on the same terms as a domestic degree.

Who is eligible for the Truman Scholarship?
You must be a US citizen, or a US national from American Samoa, holding full-time junior-level standing at a four-year US institution during 2026-2027 with a bachelor's degree expected between December 2027 and August 2028. Students graduating in three years or fewer apply in their final year. You also need to sit in the upper quarter of your class, be nominated by your institution's Truman Faculty Representative, and plan graduate study leading to a public service career. Attendance at Leadership Week is a condition of the award.
Can international students apply for the Truman Scholarship?
No. The Foundation accepts applications only from US citizens and non-citizen nationals of American Samoa, and its Bulletin of Information states that resident aliens holding green cards are not eligible. Students on F-1 or J-1 visas cannot apply at all. If citizenship is pending, you may apply provided it is granted before the award date in late May of the selection year. International students aiming at US graduate study in policy or public affairs should look instead at university-run awards or their own government's sponsorship.
When is the Truman Scholarship 2027 deadline?

Do I need a nomination to apply for the Truman Scholarship?
Yes, and this is where most interest ends. There is no route that bypasses your institution. Each accredited four-year school may nominate up to four students plus three additional transfer students, and two-year institutions may nominate up to four former students who will hold junior-level standing at a four-year school by the deadline. Your Truman Faculty Representative runs that campus process and is the only person who can give you access to the online application, so find them through the Advisor Locator early. If your school has no advisor, a faculty or staff member has to be appointed first.
How competitive is the Truman Scholarship?
The Foundation reviews roughly 800 nominations each year and awards 55 to 65 Scholarships, and that count excludes everyone who lost the campus round before reaching the national stage. About 200 Finalists are interviewed. One Scholar is selected from each of the 50 states, the District of Columbia, Puerto Rico and the Islands taken as a single entity, with up to 15 at-large Scholars in 2027. If a panel finds no suitable Finalist from a state, that scholarship rolls into the following year, when two may be awarded there.
What is the Truman Scholarship service requirement?
Scholars must work in public service for three of the seven years following completion of the Foundation-funded graduate degree, and must file an employment report proving it. Anyone who does not meet that, or who cannot document it, may be required to repay the funds with interest, though the Foundation runs an appeals process for special circumstances. Scholars also file annual reports until funding is complete and submit a graduate school proposal before drawing the money, which need not match the programme named in the original application.
