What is the University of California Mastercard Scholarship 2027?

The University of California Mastercard Scholarship is what people usually call the Mastercard Foundation Scholars Program at UC Berkeley, and the first thing to understand is that there is no form with that name waiting for you. Berkeley's Center for African Studies runs the programme with the Mastercard Foundation, and it funds master's degrees for students from African countries. Coverage is about as complete as US graduate funding gets: travel, tuition, Berkeley student fees, visa and SEVIS fees, housing, food, living expenses, and a set of cohort programmes in leadership and entrepreneurship that run alongside the degree. Berkeley states what the award pays for rather than what it is worth in dollars, so treat any specific figure you see on an aggregator site with suspicion. The programme has supported Scholars since 2012, has graduated 201 of them from 30 African countries across more than 40 degree programmes, and now keeps roughly 55 Scholars on campus at a time with a new cohort of 29 or more arriving each year.

Eligibility is tighter than the headline suggests, and two lines end most applications early. The first is citizenship. You need to be a citizen of an African country, with displaced people and those holding refugee status within Africa included, but anyone with dual citizenship, asylee, refugee or permanent resident status in the United States, Canada, the UK or the EU is excluded. The second is degree level. Only master's programmes of two years or less qualify. Doctoral study is out, concurrent and dual degrees are out because they take longer, and Berkeley no longer recruits Scholars at undergraduate level, though other partner universities in the Mastercard Foundation network still do. Beyond that, selection reads for leadership potential, evidence that you have faced real barriers to quality higher education, a track record of giving back to your community or country, and a genuine intention to go home afterwards.

The sequence is what trips people up, so map it before you start. You apply to an eligible UC Berkeley master's programme through the ordinary graduate admissions route, which opens in late September 2026 for Fall 2027 entry. Programme deadlines vary, run from September to early January, and mostly land in December, and where a programme uses staggered rounds only first-round applications submitted before January can be considered for the Scholars Program. Inside that window sits a date specific to African applicants: complete the basic demographic information and name at least two recommenders in the Berkeley graduate application by 15 November, and you will be emailed an invitation to apply for an admission application fee waiver, with decisions before 1 December. After that the degree programmes nominate. The Scholars Program invites nominated candidates to a supplemental application in February, interviews selected candidates online in March, and communicates final decisions in late March or early April.

A few practical points decide how well this goes. Your Statement of Purpose and Personal History Statement are read by the department that chooses whether to nominate you, so the barriers you have faced, the work you have already done at home and your plans for going back belong in those essays rather than being saved for a Scholarship form you may never be invited to complete.
